PART I – PARTICIPATION FRAMEWORK

  1. Acceptance & Structure

1.1 Agreement. Enrolling in or participating in the Program constitutes acceptance of these Builders Terms. Do not participate if you do not agree.

1.2 Hierarchy. (a) Where they overlap, the E-Citizenship Terms govern E-Citizenship subscription, store, and related consumer matters. (b) Mission Rules govern the applicable Mission and prevail over these Builders Terms for that Mission only. (c) Where a Mission is a Prize Mission, the applicable Prize Mission Rules constitute the Mission Rules for that Mission and prevail over these Builders Terms for that activity only. (d) Promotion Official Rules apply only where expressly designated by the Operator for a specific Promotion and, for that Promotion only, prevail over these Builders Terms and the applicable Mission Rules to the extent of any direct conflict.

1.3 Incorporated Documents. The following are incorporated by reference and form part of this agreement: (a) the Builders Program Privacy Notice (https://sealand.discourse.group/t/builders-program-privacy-policy/62); (b) all applicable Mission Rules, including any Prize Mission Rules and any Promotion Official Rules expressly issued for a specific Promotion.

1.4 Notices. For Material Changes under Section 21.2, we will provide notice by email where practicable, via your Program account email, and/or by posting in official Program channels (including Discourse). Notices are deemed given when sent or posted, except where law requires a different method or timing.

  1. Key Definitions

Capitalised terms have the meanings below.

Builder / you: A natural person enrolled in the Program who has being selected as a Semifinalist, shortlisted or won a mission.

Consumer: An individual acting for purposes wholly or mainly outside their trade, business, craft, or profession.

Finalist(s): an entry or entries designated under the applicable Prize Mission Rules to advance from the shortlist to the final selection stage. Finalist status does not itself grant a Reward or Prize unless expressly stated in those Rules.

Mission: Any task, challenge, UGC activity, community action, referral, or learning module offered through the Program.

Mission Rules: the mission-specific rules applicable to a particular Mission, disclosing the eligibility requirements, deadlines, mechanics, criteria, Rewards, verification requirements, and disqualification grounds for that Mission. For a Prize Mission, the applicable Mission Rules will take the form of Prize Mission Rules and must include the additional disclosures required for Prize Missions under these Builders Terms.

Operator / we / us: Sealand Services Ltd (Company No. 11234225), 95a Prince Avenue, Southend-on-Sea, Essex, SS2 6RL, England, or its notified successor, (herein forth the “Operator” or “Sealand”)

Points / Badges: Non-cash, non-transferable community recognition features with no cash redemption value, not intended to constitute property, stored value, or payment instruments.

Prize: a specific Reward, item, benefit, experience, or recognition designated in the applicable Prize Mission Rules or Promotion Official Rules as being awarded to one or more selected winner(s), finalist(s), or ranked participant(s) of a Prize Mission or Promotion. A Prize is a subset of Reward and, unless expressly stated otherwise, is non-cash, non-transferable, and subject to the applicable rules for that activity.

Prize Mission: any Mission that offers one or more Prizes or Rewards to a limited number of selected participants, where selection is made by one or more methods expressly disclosed in the applicable Prize Mission Rules, including judging against disclosed criteria, Sealand Community shortlisting or voting, Royal Selection where expressly stated, Public Engagement Metrics where expressly stated, and/or competitive ranking based on disclosed objective criteria.

Prize Mission Rules: Official Rules governing a specific Prize Mission, disclosing all material terms including eligibility, entry mechanics, voting rules (if applicable), judging criteria, Royal Selection process (if applicable), anti-fraud measures, prize description, and dispute process. Unless the Operator expressly designates separate Promotion Official Rules, the applicable Prize Mission Rules will serve as the operative rules for that Prize Mission.

Promotion: a Prize Mission or other activity that the Operator designates as requiring a separate set of Promotion Official Rules in order to address specific legal, platform, or jurisdictional requirements.

Public Engagement Metrics: publicly visible interactions on a Third-Party Platform relating to a Mission submission or eligible Sealand-tagged content, including likes, reposts, shares, comments, saves, views, clicks, impressions, and similar platform-native indicators, as further described in the applicable Mission Rules or Prize Mission Rules.

Royal Selection: a judging-based selection mechanism that may apply only where expressly stated in the applicable Prize Mission Rules, in which a judging panel includes one or more members of the Sealand Royal Family acting in a private community capacity under disclosed criteria.

Reward: any non-cash benefit offered in connection with Program participation, Mission completion, recognition, shortlisting, ranking, or selection, which may include physical items, digital content, commemorative recognition items, invitations, access benefits, discounts, merchandise, titles, Prizes, or similar items. Rewards are not wages or compensation unless expressly stated in a separate written agreement.

Sealand Community: the class of persons eligible to participate in a specific community shortlisting, voting, or engagement mechanic, which may include E-Citizens, Noble Title Holders, and Builders, as expressly identified in the applicable Mission Rules or Prize Mission Rules. Unless those Rules expressly state otherwise, “Sealand Community” does not include all followers, viewers, channel members, or supporters generally, and eligibility to vote or shortlist must be determined by the Operator using the criteria disclosed for that Mission.

Shortlisted Entries: the entries identified for advancement from the initial submission pool in accordance with the applicable Prize Mission Rules, whether selected by the Operator, Royal Selection, Sealand Community voting, objective ranking, or a combination of those methods.

Special Experience Reward: a Reward, Prize, Mission, Prize Mission, or Program experience that involves travel, maritime or offshore access, site visits, restricted access, safety requirements, identity verification, sanctions or compliance screening, insurance obligations, visitor waivers, health or fitness requirements, media restrictions, operational approval, or any similar requirement described in Section 13.1.

Sponsor: the Operator, unless the applicable Prize Mission Rules or Promotion Official Rules expressly identify a different sponsor for a specific Prize Mission or Promotion.

Third-Party Platforms: Platforms used in connection with the Program, including Discourse, Shopify, X, Instagram, TikTok, YouTube, Discord, Airtable, WhatsApp, Google Drive, email, and Telegram.

User Content / Content: Any material you create, submit, publish, or share in connection with the Program.

  1. Program Purpose & No Official Status

3.1 Purpose. The Program is a voluntary community participation framework supporting education, public-goods advocacy, creativity, and awareness-raising around Sealand-related themes.

3.2 What This Program Does NOT Provide. Participation and/or E-Citizenship does NOT: (a) create a passport, visa, travel document, or any identity document recognised by any state; (b) confer any right of abode, residency, citizenship, or immigration status; (c) provide diplomatic protection, consular services, or governmental services; (d) create governmental office, authority, or public function; or (e) give rise to any tax exemption, regulatory immunity, or similar benefit in any jurisdiction.

3.3 Sealand Sovereignty Claim. Sealand maintains an ongoing, historically documented claim of sovereignty and principality status since 1967. That claim is the cultural and community foundation of this Program. It does not, and must not be represented as, conferring the practical state benefits described in clause 3.2.

3.4 No Authority. You are not an agent, officer, employee, or representative of the Operator by virtue of participation alone. Any such role requires a separate written appointment signed by an authorised signatory within the scope expressly stated.

3.5 Collectibles Only. Badges, deeds, digital credentials, merchandise, and titles are community-recognition items. They must not be presented as official government identity documents, immigration instruments, or diplomatic credentials.

3.6 Ambassador Roles. Tier labels do not confer representative authority. Any Ambassador or spokesperson role requires a separate written appointment and additional terms.

3.7 Royal Family References. Any reference to the Sealand Royal Family in connection with Prize Missions or other Program activities relates solely to their role as community patrons and/or, where expressly stated in the applicable Prize Mission Rules, contest judges for those activities. Such participation does not imply, and must not be represented as implying, governmental authority recognised by any other state, diplomatic status, or any legal right or benefit. Any Royal Selection process applies only where expressly stated in the applicable Prize Mission Rules and is carried out in a private community capacity under the disclosed criteria for that activity.

3.8 Narrative & Claims Rule. Sealand maintains an asserted and historically documented sovereignty claim and principality tradition since 1967, which is the cultural foundation of this Program. You may refer to Sealand’s asserted and historically documented sovereignty claim and principality tradition as part of the Program’s cultural narrative, provided you do not state or imply that E-Citizenship, titles, credentials, badges, deeds, or participation confer state-recognised legal status or any benefit described in clause 3.2.

  1. Eligibility

4.1 Age. The Program is generally intended for persons aged 18 or over (or the applicable age of majority if higher in your jurisdiction). Participation by persons aged 16–17 is permitted only where a specific Mission expressly states it and where any additional safeguards required by the Operator, including verified parental or guardian consent where requested, have been satisfied. Missions involving broad public posting, Sealand Community voting, Public Engagement Metrics, or heightened public visibility may be limited to adults only. Persons under 16 are not eligible.

4.2 Status Requirement. Where required by a Mission, active E-Citizenship, Noble Title Holder status, Builder or another specified participant status, in good standing where applicable, may be a prerequisite, as disclosed in the applicable Mission Rules.

4.3 Sanctions. You must not be listed on any UK, EU, UN, US OFAC, or other applicable restricted-party list, nor located in a comprehensively sanctioned territory. Participation in breach is void to the extent prohibited by law.

4.4 Geographic Availability. The Program is offered only where lawful. Missions and Rewards may be restricted by location without advance notice, as required by applicable law.

4.5 Ongoing Eligibility. You must notify us promptly if you cease to satisfy any eligibility condition.

  1. Accounts & Communications

5.1 One Account. One Program account per natural person. Multiple accounts may be suspended and all associated Points, Badges, and Rewards forfeited.

5.2 Security & Accuracy. You are responsible for your credentials and all account activity. Provide accurate information at enrolment and update it promptly. We may suspend accounts pending verification.

5.3 Service Communications. We may contact you about the Program via email and Program channels, subject to applicable law and your communication preferences.

5.4 Marketing Communications. Where we send marketing communications, we will do so only where permitted by applicable law and in accordance with your preferences. Service messages about the Program, safety, eligibility, account status, and Rewards are not marketing and will be sent regardless of marketing opt-out.

  1. Program Design; Tiers; Missions

6.1 Voluntary. Participation is voluntary. You may stop at any time, subject to obligations already accrued.

6.2 No Guaranteed Availability. We may add, modify, pause, or discontinue the Program, tiers, or Missions at any time, acting reasonably and in good faith, subject to Section 20 and to the extent permitted by law.

6.3 Mission Rules. Mission Rules will be disclosed before and/or with each Mission and will specify the applicable eligibility requirements, deadlines, mechanics, criteria, Rewards, verification requirements, and disqualification grounds. For Prize Missions, the applicable Mission Rules must also include the enhanced disclosures required under Section 7.2. Mission Rules control over these Builders Terms for that Mission.

6.3A Mission Categories. Missions may be designated as Open Missions, Member Missions, or other participation categories specified in the applicable Mission Rules. Open Missions may be made available to the general public or to non-member participants, subject to the applicable Mission Rules. Member Missions may be limited to E-Citizens, Noble Title Holders, Builders, or other specified participant classes. The rights, Rewards, voting privileges, Points, Badges, tier progression, and recognition opportunities available in each category may differ.

6.4 Tiers and Levels. Tier and level status reflects community participation. It does not create vested entitlements beyond what Program materials expressly state, and does not confer representative authority.

PART II – PRIZE MISSIONS, PROMOTIONS & REWARDS

  1. Prize Missions; Voting; Royal Selection

7.1 Lawful Jurisdictions Only. Prize Missions are offered only where lawful and are void wherever prohibited or restricted by applicable law.

7.1A Prize Missions will not use random draw, chance-based selection, or random tie-breaks. Prize Missions are structured solely as: (a) judged, ranked, or otherwise criteria-based selection processes, including Operator shortlisting, Sealand Community shortlisting or voting, category winner designation, and, where expressly stated, Royal Selection applied against disclosed criteria; or (b) completion-based Rewards issued on objective criteria or stated thresholds.

7.1B Eligibility; No Pay-to-Win. Where E-Citizenship is required, it is a baseline community-membership eligibility condition for that specific Mission, as expressly stated in the applicable Prize Mission Rules. No purchase of additional goods or services increases any participant’s likelihood of selection. Prize Missions are structured as judged, criteria-based, which may be Sealand Community-voted or shortlisted, or objective completion-based recognitions, as disclosed in the applicable Prize Mission Rules, and not as random-draw promotions.

7.1C Prize Mission Categories. Prize Missions may be: (A) E-Citizen-Only Competitions, with restricted eligibility disclosed in Prize Mission Rules; or (B) Open Competitions, open to eligible non-E-Citizens where stated in the Prize Mission Rules.

7.2 Prize Mission Rules Required. Every Prize Mission must have applicable Prize Mission Rules, which constitute the enhanced Mission Rules for that Prize Mission and must include the disclosures set out in this Section. Prize Mission Rules control over these Builders Terms for that Prize Mission. Each Prize Mission Rule set must clearly disclose, at minimum: (a) eligibility requirements; (b) the relevant Mission category; (c) start date and closing date/time; (d) the platform(s) or location(s) where participation, voting, or submission must occur; (e) entry, submission, or completion requirements; (f) whether shortlisting, finalist selection, and final winner selection are carried out by Sealand, Royal Selection, Sealand Community voting, Public Engagement Metrics, objective ranking, or any combination of those methods; (g) the nature and quantity of any Prize, Reward, Points allocation, Badge, or recognition; and (h) tie-break procedures.

7.3 Engagement and Voting Missions. Where Public Engagement Metrics or voting are used, those metrics or votes may inform shortlisting, finalist selection, or final winner selection only as specified in the applicable Prize Mission Rules. You acknowledge outcomes may be affected by platform algorithms, moderation, outages, analytics errors, and third-party manipulation. We may audit, require verification, and disqualify suspected manipulation. If integrity is compromised, we may apply one or more remedies: exclude manipulated metrics; extend or re-run a voting window; remove inauthentic votes or entries; and/or re-judge using the disclosed criteria, consistent with the Prize Mission Rules and to the extent permitted by law.

7.4 Judged Missions - Required Disclosures. Prize Mission Rules will disclose: (i) judging criteria and their relative weightings; (ii) judge identity or description; (iii) submission requirements and verification; and (iv) tie-break procedures. Judges’ decisions are final except where otherwise required by law. Final winner selection may be determined by community voting as specified in the applicable Prize Mission Rules.

7.4A Sealand Community Vote & Royal Selection. The applicable Prize Mission Rules must state whether Sealand Community participation is used for shortlisting, finalist selection, final winner selection, or any combination of those stages, and must identify the eligible voting cohort for that Mission. Where Royal Selection applies, it does so only where expressly stated in the applicable Prize Mission Rules. Final winner(s) will be selected by the method or combination of methods expressly disclosed in those Rules. We may disqualify entries suspected of botting, purchasing votes, operating voting pods, coordinated inauthentic behaviour, or other manipulation. Royal Family participation is in a private community capacity, not a governmental capacity (see Section 3.7).

7.5 Integrity Override. We may withhold, reverse, adjust, or re-run Prize Mission outcomes where reasonably necessary to address fraud, rule violations, or platform anomalies, consistent with the Prize Mission Rules and applicable law, with reasonable notice to affected Builders where practicable.

  1. Recognition & Rewards

8.1 No Cash Value. Points, Badges, and tier status have no cash redemption value, are not legal tender, and are not intended to constitute property, stored value, or payment instruments

8.1A No Investment; No Expectation of Profit. Points, Badges, tier status, and Rewards are not securities, derivatives, or financial instruments and are not offered as an investment. Participation should not be undertaken with an expectation of profit.

8.2 Non-Transferable. Points, Badges, and tier status are personal to you unless Prize Mission Rules expressly state otherwise.

8.3 Not Wages. Rewards are participation benefits, not wages, salary, or compensation for services rendered.

8.4 Discretionary; Availability. Except where the applicable Mission Rules, Prize Mission Rules, or Promotion Official Rules expressly state that a Reward or Prize is guaranteed upon completion of stated requirements or confirmed selection, Rewards and Prizes are subject to eligibility verification, availability, fraud checks, and compliance with these Builders Terms and the applicable rules for that activity. If an advertised Reward or Prize becomes unavailable for reasons beyond our reasonable control, we may substitute a reasonably equivalent Reward or Prize or, if substitution is not reasonably possible, withdraw that Reward or Prize with notice, subject to applicable law.

8.5 Taxes. You are solely responsible for any tax liability arising from Rewards and for any required filings. We may require tax identification information where required by law.

8.6 Expiry. Points and pending Rewards may expire on account closure or suspension, or as specified in Program materials, with reasonable advance notice of any change.

3 Likes

PART IV – RELATIONSHIP, LIABILITY & DISPUTES

  1. No Employment; No Agency; Expenses

12.1 No Employment. Participation is voluntary and self-directed. Nothing creates employment, worker, apprenticeship, or internship status.

12.2 No Contractor Relationship. Paid work requires a separate written agreement signed by an authorised signatory.

12.3 No Minimum Commitment. We impose no minimum time commitment, exclusivity, or performance quotas, except as eligibility thresholds within Missions you voluntarily choose to enter.

12.4 Expenses. You bear your own participation costs unless Prize Mission Rules expressly provide for reimbursement of specified expenses.

  1. Special Experience Rewards

13.1 Scope. Some Rewards, Prizes, Missions, Prize Missions, and Program experiences may involve travel, maritime transfer, offshore or restricted access, site visits, identity verification, sanctions or compliance screening, insurance obligations, visitor waivers, health or fitness requirements, safety requirements, conduct obligations, media restrictions, and operational approval. Each such experience is a “Special Experience Reward.”

This Section 13 applies to all Special Experience Rewards unless the applicable Mission Rules, Prize Mission Rules, Promotion Official Rules, visitor terms, or written visitor instructions expressly provide more specific terms for that Special Experience Reward. Where more specific terms apply, those more specific terms prevail for the relevant Special Experience Reward only. In all other respects, the Builders Terms continue to apply.

13.2 Participant Costs. Unless the applicable rules, visitor terms, or written visitor instructions expressly state otherwise, the participant or winner is responsible for:

  • passports, visas, UK Electronic Travel Authorisation, immigration permissions, entry requirements, and other travel documents;

  • travel to and from any designated departure point, meeting point, accommodation, airport, port, or other location notified in the applicable rules, visitor terms, or written visitor instructions;

  • accommodation and meals before or after the experience, unless expressly included;

  • travel, medical, personal accident, emergency evacuation or repatriation, cancellation or curtailment, and any other insurance reasonably required for the experience;

  • taxes, duties, and personal reporting obligations;

  • medical costs, guest or companion costs, lost income, personal expenses, and incidentals; and

  • any other cost not expressly listed as included in the applicable rules, visitor terms, or written visitor instructions.

This Section 13.2 prevails over Section 12.4 (Expenses) to the extent of any conflict relating to a Special Experience Reward.

13.3 Insurance and Visitor Documents. Where required by the Operator, the applicable rules, visitor terms, or written visitor instructions, a participant or winner must provide proof of insurance meeting the minimum coverage levels specified by the Operator and must sign all required visitor waivers, releases, safety acknowledgments, conduct undertakings, confidentiality undertakings, media undertakings, and access documents before the Special Experience Reward is confirmed or delivered.

The participant or winner must complete these requirements within the period stated in the applicable rules, visitor terms, or written visitor instructions. If no period is stated, the participant or winner must complete them within the reasonable period notified by the Operator in writing. Failure to comply within the applicable period may result in withdrawal of the Special Experience Reward and, where applicable, selection of an alternative eligible winner in accordance with the applicable rules.

Nothing in any waiver, release, notice, instruction, or document excludes or limits liability where it would be unlawful to do so.

13.4 Safety, Access, and Operational Conditions. Special Experience Rewards involving travel, maritime transfer, offshore access, restricted access, site visits, or operationally sensitive access are subject to weather and sea conditions, vessel or transport availability, access approval, identity and eligibility checks, health and fitness screening, visitor conduct requirements, sanctions and compliance checks, safety instructions, legal and regulatory requirements, security considerations, capacity limits, and operational feasibility.

The Operator may postpone, reschedule, modify, substitute, or cancel a Special Experience Reward where reasonably required by safety, access, legal, compliance, security, weather, maritime, transport, capacity, operational, force majeure, or Program-integrity considerations, subject to applicable consumer law and any substitution provisions in the applicable rules.

Where the Operator exercises a power under this Section 13.4, Section 13.6 applies to notification, delivery commitment, and any available alternative recognition or remedy.

13.5 Data and Privacy. Personal data collected in connection with a Special Experience Reward may include identity, eligibility, contact, insurance, travel, safety, health, sanctions-screening, compliance, media, visitor, and access-related information. The Operator will process such data in accordance with the Program Privacy Notice and applicable data protection law, including UK GDPR where applicable.

The Operator may share relevant information with its service providers, transport providers, safety personnel, access personnel, professional advisers, insurers, compliance providers, and other persons reasonably required to administer, verify, deliver, or manage the Special Experience Reward, subject to applicable data protection law.

13.6 Delivery Commitment. The Operator will use reasonable efforts to deliver confirmed Special Experience Rewards to eligible winners. Discretionary powers under this Section 13 will be exercised only where reasonably required by safety, access, legal, compliance, security, weather, maritime, transport, operational, force majeure, or Program-integrity considerations.

The Operator will notify affected winner(s) of any material change as promptly as reasonably practicable. Where a confirmed Special Experience Reward cannot reasonably be delivered, the Operator may reschedule the experience or provide a substitute reward where permitted by the applicable rules and applicable law.

Where a confirmed Special Experience Reward cannot reasonably be delivered and substitution is not reasonably practicable in the circumstances, the Operator will notify the affected winner and will consider, acting reasonably and in good faith, what alternative recognition or remedy is appropriate, subject to applicable law and the applicable rules. No cash alternative is available unless expressly offered by the Operator in writing or required by applicable law.

13.7 No Travel, Immigration, Medical, Insurance, Tax, or Legal Advice. The Operator does not provide travel, immigration, medical, insurance, tax, or legal advice. Participants and winners are responsible for obtaining their own independent advice where appropriate and for confirming that they can lawfully and safely participate in the relevant Special Experience Reward.

  1. Third-Party Platforms

14.1 Third-Party Terms Apply. Your use of any Third-Party Platform is governed by that platform’s own terms and policies. You are responsible for compliance with them.

14.2 No Operator Control. We are not responsible for platform availability, moderation decisions, algorithm changes, account enforcement actions, or analytics accuracy.

14.3 Platform Disclaimers. Any Mission, Prize Mission, campaign, or public engagement activity conducted on or through a Third-Party Platform must include, where appropriate, a disclaimer that the relevant activity is not sponsored, endorsed, administered by, or associated with that platform, unless the applicable Mission Rules expressly state otherwise.

14.4 Shopify. Where Rewards are delivered via Shopify, Shopify store policies apply. Consumer rights relating to E-Citizenship subscriptions remain governed by the E-Citizenship Terms and applicable consumer law.

  1. Privacy & Data Protection

15.1 Privacy Notice. Personal data processing is governed by the Operator’s Builders Program Privacy Notice (https://sealand.discourse.group/t/builders-program-privacy-policy/62), incorporated by reference. The Operator is the data controller for Program personal data unless applicable Prize Mission Rules state otherwise. The Privacy Notice prevails on data protection matters. The Operator may rely on contract, legitimate interests, and any other lawful basis identified in the Privacy Notice, and will document its assessment where required by applicable data protection law.

15.2 Purposes. Program personal data may be processed for Program administration; onboarding; eligibility, sanctions, and identity verification; fraud prevention; Rewards fulfilment; communications; community safety; Mission administration; Sealand Community shortlisting and voting administration; review of Public Engagement Metrics and other publicly visible Third-Party Platform Data for verification, shortlisting, finalist selection, judging support, anti-manipulation review, and Program integrity; and legal compliance.

15.3 Third-Party Platform Data. Where Missions involve Third-Party Platforms, we may review publicly available data, including profile handles, post URLs, timestamps, visible engagement indicators, screenshots, and other platform integrity signals, for verification, shortlisting, finalist selection, judging support, anti-fraud review, and related Program administration, as disclosed in Section 11.4 and the Privacy Notice.

15.4 International Transfers. We may transfer personal data internationally using legally required safeguards. Details are in the Privacy Notice.

15.5 Your Rights. Access, rectification, erasure, portability, restriction, and objection rights are set out in the Privacy Notice. Contact ops@sealandgov.org.

  1. Suspension, Termination & Appeals

16.1 Enforcement. Acting reasonably and in good faith, we may warn, suspend, or terminate participation; remove or disqualify Content or entries (including from Shortlisted selections, Finalists stages, and final community voting pools); revoke Points, Badges, or tier status; and withhold or claw back Rewards, where a Builder violates these Builders Terms, any applicable Mission Rules (including Prize Mission Rules), E-Citizenship Terms, platform policies, or law, or where necessary for safety or Program integrity.

16.2 Effect on Rewards. Termination for cause results in forfeiture of pending Rewards. Rewards obtained through fraud or material violation may be reversed, acting reasonably and on evidence sufficient to support that conclusion, to the maximum extent permitted by law.

16.3 Voluntary Exit. Accrued and issued Rewards are unaffected by voluntary cessation. Pending Rewards remain subject to Mission completion requirements.

16.4 Appeals. Email ops@sealandgov.org within 14 days of notice of any enforcement decision. We will acknowledge within 5 business days and respond substantively within 30 days. Appeal decisions are final except where applicable law provides otherwise.

  1. Disclaimers

17.1 The Program and all Missions are provided “as is” and “as available”. We disclaim all implied warranties to the maximum extent permitted by law.

17.2 We do not guarantee Mission availability, uninterrupted access, or that participation will result in any Reward, Points, Badges, or public visibility.

17.3 Nothing in the Program constitutes legal, tax, financial, immigration, or investment advice. Obtain independent professional advice where needed.

17.4 Nothing in this Section limits rights that cannot be excluded under consumer protection law.

18.Limitation of Liability

18.1 Excluded Losses. To the maximum extent permitted by law, we are not liable for indirect, incidental, consequential, punitive, or special damages, or loss of profits, revenue, data, contracts, business opportunity, or goodwill.

18.2 Cap. Our total aggregate liability arising from or connected to the Program shall not exceed the greater of: (a) £100; or (b) E-Citizenship fees you paid us in the 12 months before the claim arose.

18.2A Consumer Carve-Out. Clauses 17.1 and 17.2 apply only to the extent permitted by consumer protection law. Nothing in these Builders Terms limits rights or remedies that cannot be excluded or limited by law.

18.3 Non-Excludable. Nothing in these Builders Terms limits liability for: (a) death or personal injury caused by our negligence; (b) fraud or fraudulent misrepresentation; or (c) any liability that cannot lawfully be excluded or capped under applicable law.

  1. Indemnity

19.1 Scope. You indemnify the Operator and its affiliates, officers, directors, and employees against claims, losses, and expenses (including reasonable legal fees) arising from: (a) your Content; (b) your breach of these Builders Terms or Prize Mission Rules; (c) your violation of applicable law; or (d) your wilful misconduct or gross negligence.

19.2 Limitations. This indemnity does not apply to the extent a claim arises from our own unlawful conduct or negligence. It does not apply to Consumers where prohibited by consumer protection law in their jurisdiction.

  1. Disputes; Governing Law; Consumer Rights

20.1 Informal Resolution. Send a written notice to ops@sealandgov.org describing the claim and relief sought. We will acknowledge within 5 business days and attempt to resolve in good faith within 30 days. Emergency court relief is not precluded by this clause.

20.2 Governing Law. England and Wales, subject to consumer protections applicable in your jurisdiction.

20.3 Arbitration - Non-Consumers Only. This clause applies only to non-Consumers. Any dispute that cannot be resolved under Section 20.1 will be finally settled by binding arbitration under LCIA Rules, seated in London, before one arbitrator, in English. The award may be enforced in any court with jurisdiction.

20.3A Optional ADR for Consumers. If you are a Consumer, you and the Operator may agree after a dispute arises to resolve it through mediation or arbitration. This does not limit your right to bring a claim in court.

20.4 Consumer Rights Reserved. If you are a Consumer, you retain the right to bring claims before the courts of your jurisdiction of habitual residence and to all statutory rights that cannot be contractually waived. Clause 20.3 does not apply to Consumers.

  1. Changes to These Builders Terms

21.1 We may update these Builders Terms for legal, regulatory, operational, or security reasons.

21.2 Material Changes. At least 30 days’ advance notice via email and/or Program channels, with effective date clearly stated. If you do not accept a material change, stop participating before the effective date; Rewards already issued are unaffected.

21.3 Minor Changes. No advance notice required; changelog published in Program channels within 7 days. Minor changes include typographical corrections, updated contact details, and non-substantive clarifications that do not materially reduce your rights or increase your obligations.

21.4 Continued participation after the effective date constitutes acceptance of the updated Builders Terms.

  1. Miscellaneous

22.1 Assignment. You may not assign your rights without our prior written consent. We may assign in a merger, acquisition, or sale of assets, with notice to you.

22.2 Severability. If any provision is unenforceable, it is severed; the remainder continues in full force.

22.3 No Waiver. Failure to enforce any right is not a waiver of that right or any other remedy.

22.4 Force Majeure. Neither party is liable for delays or failures caused by events beyond reasonable control, including natural disasters, government action, power failures, or platform outages.

22.5 Entire Agreement. These Builders Terms and all incorporated documents are the entire agreement for the Program. They do not modify the E-Citizenship Terms except as expressly stated.

22.6 Language. These Builders Terms are in English. If translated, the English version prevails.

IMPORTANT: This Program does not create any passport, visa, immigration right, diplomatic protection, tax immunity, or governmental authority recognized by any state. E-Citizenship and Program participation are community membership concepts only. See Section 3.

SEALAND BUILDERS PROGRAM

Trip to Sealand - Grand Prize Rules

These Rules supplement the Sealand Builders Program Terms & Conditions, including Section 13 (Special Experience Rewards), applicable Mission Rules, any applicable Prize Mission or Promotion Official Rules, any Sealand Visitor Terms & Safety Conditions, written visitor instructions, and official Program notices. Informal posts, FAQs, Discord messages, social media, or other informal communications do not override these Rules. These Rules prevail for prize-specific matters expressly governed here; more specific visitor terms or written visitor instructions prevail for visit-specific safety, access, conduct, insurance, media, security, and logistics; in all other respects, the Program Terms control.

1. Prize Overview

The Trip to Sealand (the “Sealand-Covered Visit”) is the Grand Prize for the applicable six-month approximateapproxmapproximate Builders Program cycle. It is awarded to the eligible verified Sealand e-Citizen Builder with the highest qualifying cumulative Builder points, subject to final verification, documentation, safety approval, visitor requirements, access availability, compliance screening, and operational feasibility.

This is not a random draw. The prize is based on qualifying Builder points earned through official Program missions and is determined by merit and effort, not chance.

Sealand Services Ltd. (the “Operator”) will use reasonable efforts to deliver the Sealand-Covered Visit to the confirmed eligible winner, subject to safety, eligibility, access, legal, compliance, sanctions, weather, maritime, security, operational, Program-integrity, force majeure, and applicable consumer-law requirements.

2. Prize Scope

The Sealand-Covered Visit includes: reasonable transport or transfer from the designated UK departure point to Sealand and back; meals during the trip from the transfer area, reasonable time on Sealand as confirmed in written visitor instructions; recognition as the cycle’s top Builder contributor; mandatory safety briefing and required protective equipment; and any additional items expressly confirmed in writing by the Operator or Sealand.

Unless expressly included in applicable rules, visitor terms, or written visitor instructions, the winner is responsible for all other costs, including travel to and from the designated UK departure point, accommodation and meals before or after the visit, passports, visas, UK Electronic Travel Authorisation, immigration permissions, insurance, taxes, duties, reporting obligations, medical costs, guest or companion expenses, personal expenses, lost income, and incidentals.

No cash alternative is available unless the Operator expressly offers one in writing. The designated UK departure point will be confirmed in writing and all arrangements remain subject to weather, sea conditions, vessel availability, safe transfer conditions, access approval, visitor capacity, security requirements, and operational scheduling.

3. UK Entry, Documents, Insurance, and Visitor Requirements

The winner must independently obtain any passport, UK visa, UK Electronic Travel Authorisation, immigration permission, travel document, or approval required for their nationality and circumstances. A UK Electronic Travel Authorisation is not a visa and does not guarantee UK entry.

Before confirmation or delivery, the winner must provide proof of insurance meeting the minimum coverage levels specified in writing. Required insurance will include, at minimum, travel, medical, personal accident, and emergency evacuation or repatriation coverage, and may include cancellation, curtailment, or other coverage reasonably required for an offshore maritime visit.

The winner must sign all required visitor waivers, releases, safety acknowledgments, conduct undertakings, confidentiality undertakings, media/security acknowledgments, and access documents. Nothing in any waiver, release, notice, or document excludes or limits liability where it would be unlawful to do so.

4. Eligibility

To be eligible, a participant must be at least 18 years old at prize determination (or any higher age required for safety, access, insurance, legal, or operational reasons); be a verified Sealand e-Citizen Builder by cycle end and remain verified through confirmation and delivery; earn qualifying Builder points during the cycle; comply with all applicable Program, Mission, platform, visitor, and official instructions; pass identity, eligibility, safety, sanctions, restricted-party, export-control, and compliance checks; satisfy all health, fitness, maritime safety, security, access, conduct, insurance, and operational requirements; and not be subject to any legal, immigration, sanctions, or practical restriction preventing delivery.

Community members and non-e-Citizen Builders may participate in selected missions and earn points, recognition, or mission-level rewards where permitted, but are not eligible for the Sealand-Covered Visit unless they satisfy all verified e-Citizen Builder requirements by cycle end and remain eligible through confirmation and delivery.

5. Qualifying Points, Winner Selection, and Tie-Breaks

Only Builder points recognised in official Program records count. Points may be withheld, adjusted, revoked, or excluded where the Operator determines, acting reasonably and on available evidence, that they resulted from fraud, manipulation, duplicate accounts, ineligible participation, platform abuse, program or platform rule violations, misleading conduct, artificial or coordinated engagement, or conduct inconsistent with the Program Terms, Mission Rules, these Rules, or community standards.

After the cycle closes, the Operator will identify the eligible verified e-Citizen Builder with the highest qualifying cumulative Builder points as the provisional winner, subject to final verification, documentation, safety review, sanctions and compliance screening, access approval, insurance confirmation, visitor documentation, and operational feasibility. The Operator will aim to confirm and publicly announce the winner within 8 weeks after cycle end, subject to these conditions.

If the provisional winner is ineligible, fails verification, declines, cannot satisfy visitor requirements, cannot lawfully or practically reach the designated UK departure point, fails to provide required documents or insurance, or cannot reasonably participate, the Operator may select the next eligible participant by final qualifying points ranking.

Ties will be resolved in this order: highest number of Mission wins; highest number of shortlisted submissions; highest number of eligible Mission submissions; quality, usefulness, originality, and community value of contributions assessed by a Sealand panel applying published mission criteria; and earlier achievement of the tied point total. If a tie remains, the Operator may apply another fair and reasonable procedure published before final confirmation.

6. Safety, Access, Conduct, Media, and Security

The Sealand-Covered Visit involves maritime transfer and offshore platform access. It is subject to weather and sea conditions, vessel availability, safe transfer conditions, access approval, visitor screening, scheduling, legal and sanctions compliance, security requirements, visitor capacity, operational feasibility, and applicable visitor terms.

The winner must be medically and physically fit for a maritime crossing and offshore-platform access, and must disclose any health, mobility, medical, or safety condition that may affect safe participation, including severe motion sickness or significant mobility or balance limitations.

The winner must comply with all safety and security instructions given by Sealand, the Operator, the vessel operator, the Principality’s designated representatives, including the Bates family in their capacity as Sealand’s governing authority, and authorised safety, security, or access personnel.

The prize covers the winner only. Guests, companions, and family members are not included unless expressly approved in writing and subject to all capacity, safety, access, eligibility, insurance, conduct, and visitor requirements. Guest expenses remain the responsibility of the winner or guest.

Photography, filming, public posting, live streaming, interviews, and commercial media activity are subject to Sealand’s media and security requirements. Photography or recording in security-sensitive areas is prohibited. Public posting requires prior clearance, and commercial filming, professional media production, interviews, and live streaming require separate prior written approval. Content published in breach may be required to be removed. Sealand may photograph, film, and otherwise record your participation during the trip, including your likeness, voice, image, and appearance. By participating, you grant Sealand and its affiliates the unrestricted, worldwide, perpetual, royalty-free right to use, reproduce, edit, publish, distribute, display, and otherwise use such photographs, video recordings, audio recordings, and other media, in whole or in part, for promotional, commercial, archival, editorial, or any other lawful purposes, in any media format now known or later developed, without further notice, approval, or compensation.

7. Substitution, Postponement, and Force Majeure

The Operator may postpone, reschedule, modify, substitute, or cancel the Sealand-Covered Visit where reasonably required by safety, weather, sea conditions, access restrictions, vessel availability, legal or compliance requirements, sanctions, security, operational feasibility, visitor ineligibility, failure to provide required documents or insurance, force majeure, or other reasonable circumstances.

If the visit cannot reasonably proceed, the Operator may reschedule the visit or substitute an alternative prize of comparable or greater value, assessed by reference to the reasonable commercial cost of the Sealand-Covered Visit as arranged by the Operator. No cash alternative is available unless expressly offered in writing.

Force majeure means an event beyond the Operator’s reasonable control that was not reasonably foreseeable or preventable at the relevant time and makes the visit unsafe, unlawful, or impracticable, including extreme weather or sea conditions, maritime emergencies, acts of government or public authority, public health emergencies, unforeseen technical or equipment failure, or legal or regulatory restrictions affecting access or transport.

8. Notification, Claim Process, and Disqualification

The provisional winner will be notified through an official Program contact method, which may include Discord, email, Program account messaging, or another official channel. The provisional winner must respond and begin verification within 14 calendar days after notification. If no response is received, or if the provisional winner declines, fails verification, cannot satisfy visitor requirements, or cannot reasonably participate, the Operator may notify the next eligible participant.

The Operator may disqualify a participant or withdraw prize confirmation if the participant violates applicable terms or instructions; manipulates points, votes, submissions, rankings, or engagement; uses duplicate accounts or false identities; submits unlawful, misleading, infringing, abusive, unsafe, or non-compliant content; behaves abusively, dishonestly, or disruptively; fails identity, eligibility, sanctions, compliance, insurance, waiver, fitness, safety, conduct, or access requirements; creates material safety, legal, security, reputational, Program-integrity, or operational concerns; or cannot lawfully or practically receive the prize. Decisions will be made reasonably and on evidence sufficient to support the relevant ground.

9. Liability and Personal Responsibility

A visit to Sealand may involve inherent travel, maritime, offshore-access, weather, transfer, mobility, and safety risks. Subject to applicable law and to the extent permitted by law, the Operator’s liability in connection with the Sealand-Covered Visit is limited to the reasonable value of the core visit arrangements described in Section 2.

This Section 9 is the applicable prize-specific liability term for claims arising solely from the Sealand-Covered Visit and prevails over the general liability cap in the Program Terms for those claims, consistent with the hierarchy in these Rules and the Program Terms.

Nothing in these Rules excludes or limits liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, statutory consumer rights that cannot lawfully be excluded, or any other liability that cannot lawfully be excluded or limited.

The winner is responsible for all taxes, duties, reporting obligations, travel documents, visas, UK Electronic Travel Authorisation, insurance, medical requirements, personal expenses, and legal obligations arising from participation or receipt of the prize. The Operator does not provide tax, immigration, travel, medical, insurance, maritime, or legal advice.

10. Data and Privacy

Personal data collected in connection with the Sealand-Covered Visit may include identity documents, eligibility information, contact details, insurance proof, sanctions-screening data, travel details, health and safety information, access information, visitor documentation, and prize-administration communications.

Sealand Services Ltd. will process this data for prize administration, verification, compliance, visitor safety, access, security, and operational management, in accordance with the Sealand Builders Program Privacy Notice and applicable data protection law, including UK GDPR where applicable. Data queries may be directed to ops@sealandgov.org.

11. Sovereignty and Operator Statement

The Principality of Sealand maintains its longstanding sovereignty position and constitutional identity. The Builders Program is operated commercially by Sealand Services Ltd. These Rules govern the Operator’s administration of the Sealand-Covered Visit and do not waive, limit, or prejudice any sovereignty position maintained by the Principality of Sealand.

For the contractual obligations of Sealand Services Ltd. as Program operator, the laws of England and Wales apply to the company’s own operational functions, without prejudice to Sealand’s sovereignty position.

12. Updates and Questions

Sealand may update these Rules for legal, operational, safety, security, compliance, or Program-integrity reasons. Material changes will be published through official Program channels before taking effect unless immediate changes are required for safety, legal compliance, fraud prevention, security, or operational necessity.

Questions should be directed to the official Builders Program support channel or to ops@sealandgov.org. Participants should rely only on the Program Terms, these Rules, applicable Mission Rules, applicable Prize Mission or Promotion Official Rules, applicable Visitor Terms, written visitor instructions, and official Program notices.

Eligibility Snapshot

A Builder who completes e-Citizen verification and satisfies all other eligibility requirements before the end of the applicable cycle may become eligible as a Verified e-Citizen Builder for that cycle, subject to Section 4 and all verification, safety, access, insurance, compliance, and operational requirements in these Rules.
